Supporting designers in the early stages of designing Plus Energy Buildings is strategic to ensure load reduction while still considering the household practices and enhancing the indoor environmental quality. To achieve this target, it is necessary to make use of effective building energy modeling with a clear view of the simulation results, thus allowing effective communication between the design team and the involved disciplines/stakeholders.

In this booklet, the results of the ZERO-PLUS are described emphasizing on the four case studies (UK, Italy, France, Cyprus), which all have now been constructed, commissioned and occupied. The case studies are in the monitoring phase where data about their energy environmental performance are being collected. These data will be used for the verification of the settlements’ performance.

Within the CULTURAL-E project cultural and climatic considerations are incorporated into the Plus Energy Building (PEB) designs, which are being implemented in residential demo buildings located in four European climatic areas. As a means of contributing to enhancing the buildings’ pre and post occupancy developments, a study has been conducted, which aims at upgrading PEB’s energy performance predictions which are guided by users' everyday practices.

This report gives an overview of the different policies and related boundary conditions in Norway, France, Germany and Italy and shows how they influence the spread of PEB concepts. National funding schemes and policies were analysed in regard to support renewable energy generation in buildings, the connection with the electric grid and neighbour buildings as well as the local energy market and environmental aspects.
