Improving energy efficiency in public buildings is at the core of the EU Energy Efficiency Directive (EED) and Energy Performance Building Directive (EPBD).
The eCentral project aims to support key stakeholders in the energy renovation of public buildings, to promote the benefits of nZEBs – nearly zero energy buildings, and to deploy innovative financing schemes.

The Efficient Buildings Community is supporting six city partnerships: municipalities from the South-Eastern shore of the Mediterranean sea will have the opportunity to connect with peers from the Northern sharing the challenges of energy transition in the public building sector.
How can substantial energy savings be achieved in public buildings? How can the energy management be improved? Which are the best tools-methods for future-oriented investments in building renovation?

Within the eCentral project, which aims to enhance the energy efficiency of public buildings by supporting public authorities to define efficient renovation measures and financial instruments, a survey on these topics has been launced in order to understand the level of knowledge of these instruments from public administrations (e.g. owners) and from practitioners.

HANDIHEAT will focus on energy performance in rural housing and public infrastructure challenges in peripheral and arctic regions.
The overall objective of Handiheat is to develop a set of resources; implementation toolkits, decision making guides and a roadmap for the rural community housing sector. Pilots will provide visible proof and an enduring guide to what can be achieved.

Currently, buildings account for 40% of total energy consumption and around 75% of them are energy inefficient, with an annual renovating rate around 0.4-1.2%. EU has established legislative frameworks as EPBD (directive 2010/31/EU and update) and EED (2012/27/EU) in order to increase the energy performance of the buildings and has required the nearly zero energy building (nZEB) target for public buildings starting from January 2019.

An important public building in the most populated city of Zagreb county, Velika Gorica, this kindergarten was in need of energy renovation as it was expensive to run and uncomfortable for its occupants. Having become an eco-school, the management realised that energy renovation was essential to underpin the new ethos of the school.
