The Energy Performance of Buildings Directive (EPBD) introduced Energy Performance Certificates (EPCs) with the aim to create more transparency about the energy performance of individual buildings. To date, the implementation of this instrument varies significantly across Europe in terms of scope, information, comparability and user-friendliness, limiting its acceptance by users as well as its market penetration.

This event, which will take place on 1 February 2018 in Bucharest, Romania, aims to share best practices from Romania, Hungary and Bulgaria as well as other countries, on how energy efficiency investments can be financed. This includes the use of private funds and innovative financing instruments, notably in the building and industry sectors. Speakers will focus on practical experiences in developing and structuring investment programmes and the event will allow time for debate. The event contributes to the new cooperation on energy efficiency initiated by the CESEC.

Training of Photovoltaic Installers
The high photovoltaic market growth rates, further favoured by the EU supporting policies and the favourable national regulatory frameworks, may cause some concern to the PV industry due to the lack of adequately skilled workforce for PV installation and maintenance. Furthermore, the interested parties (manufacturers, developers, investors) seek skills certification and quality assurance in all phases of a PV installation (design, installation and maintenance).

The Smart Cities Conference is an initiative dedicated to open, inclusive, formal and informal dialogue on Smart Cities issues among all interested stakeholders. It was built from the organisers’ desire to put into an academic debate different aspects of Romanian cities’ life, but also of the cities outside the country’s borders, through multidisciplinary scientific approaches that will talk about the past, present and future, starting from: acceptance of democracy as the most efficient tool of governance and also acceptance and compliance with the state’s rules.

The Compass project wants to contribute to building fair, social and environmentally sustainable societies through the development of a new professional curricula and a training course in the field of ecological conversion of public spaces. The project, based in 5 european countries (Italy, Bulgaria, Germany, Croatia and Romania), includes activities of context analysis, dialogue with stakeholders, professional training and development of collaborative project ideas with local authorities to enhance participative and ecological conversion processes throughout Europe.

BPIE analysed both EU and non-EU funding streams available in the region that could be used to improve the energy efficiency of the building stock. The analysis found that both funding supply into the region and demand coming from the region should be stepped up.

Only 3% of the public funds that could be used to support energy-efficiency investments in the Central, Eastern and South-East Europe region are dedicated to upgrading buildings, according to analysis by the Buildings Performance Institute Europe (BPIE).
