In line with the REELIH project, Habitat for Humanity worked with its long time partner Metropolitan Research Insitute (MRI) to conduct a study on Central and Eastern European countries having an experience with large scale renovations of multi-apartment buildings. The aim of the study was to analyse the main national subsidy schemes aiming to assist the energy efficient renovation of multi-family buildings in Central and Eastern Europe.

Noi măsuri pentru realizarea investițiilor finanțate din fonduri publice în educație și sănătate, o serie de facilități pentru atragerea specialiștilor în aceste domenii și în cadrul autorităților administrației publice centrale și locale, precum și pentru a încuraja încadrarea în muncă a șomerilor, au fost luate de Guvern, printr-o Ordonanță de urgență.   Programul național de dezvoltare locală, extins cu 9500 de obiective de investiții, majoritatea în domeniul educației.

By the end of 2015, a series of free postgraduate level training courses in Nearly Zero Energy Buildings (NZEB) will begin around Europe. These ‘Professional Energy Skills in NZEB’ courses aim to empower building professionals through the development of skills in energy efficiency and integration of renewables in the retrofit of existing housing stock.   The program is for EU engineers, architects and building manager professionals who are interested in energy efficiency applied to buildings.

In Europe, there is a clear long-term objective to decarbonise the energy system, but it is very unclear how this will be achieved in the heating and cooling sector. As a result, there is currently a lot of uncertainty among policymakers and investors in the heating and cooling sector, primarily due to a lack of knowledge about the long-term changes that will occur in the coming decades. HRE4 will enable new policies as well as prepare the ground for new investments by creating more certainty in relation to the changes that are required.
