This document describes and analyses planned energy efficiency obligation schemes (EEOs) in Austria, Bulgaria, Estonia, Hungary, Lithuania, Luxembourg, Malta, Ireland, Spain and Slovenia as prescribed in the Energy Efficiency Directive EED. The report shows that the main driver of the new EEOs is improving energy efficiency and that the main obligated parties are energy suppliers, followed by energy distributors who will realise efficiency improvements in different end-use sectors.

This document describes and analyses alternative measures introduced in Austria, France, Germany, Greece, Italy, the Netherlands, Sweden and the UK as prescribed in the article 7 of the Energy Efficiency Directive EED, by examining their key implementation and design features.  It focuses on the different interpretations of regulatory requirements by the Member States (MS) regarding additionality and double counting, which allows for the identification of related risks and feasibility barriers faced by some alternative measures towards meeting with their estimated savings.
