The European Construction Sector Observatory (ECSO) is a 3-year action (2015-2017) under the Competitiveness of Enterprises and Small and Medium-sized Enterprises (COSME) programme. The Observatory aims to inform European policymakers and stakeholders on the market conditions and policy developments in the construction sector in the 28 EU Member States, through regular analysis and comparative assessments which will be published on the project website regularly, comprising:

The aim of the survey was to learn the opinion of stakeholders and experts on the progress of energy efficiency policies and their implementation in different sectors in their respective country.

The Energy Performance of Buildings Directive (EPBD, Directive 2010/31/EU) requests that by 31 December 2020 all new buildings are nearly-zero energy buildings and after 31 December 2018 all new buildings occupied and owned by public authorities are nearly-zero energy buildings. However, in several EU Member States first examples of NZEBs have been built.

This evaluation is a direct follow up to the European Commission's Communication on an Energy Union, which foresees a review and possible revision of the Energy Performance of Buildings Directive (EPBD) by the end of 2016. The results of this evaluation will provide the basis for the Impact Assessment of policy options in the framework of the EPBD review.

The impact of energy efficiency policies on energy consumption in the EU Member States: a new approach based on Energy Policy indicators  The purpose of this study by the Joint Research Centre (JRC) of the European Commission is to create a database and develop econometric models aimed at estimating the impact of energy efficiency policies on energy consumption in the EU Member States in the period 1990‐2013.
