The National Fund for Environmental Protection and Water Management (NFOŚiGW) is the pillar of the Polish system of financing environmental protection. Within it, the energy performance of buildings is mostly financed under the national programme in the field of atmosphere protection  (“ochrona atmosfery”) through:

These guidebooks are good examples of learning how to develop and implement three innovative financing schemes that have been tested by 11 European cities and regions.   Although many cities and regions have engaged into the energy transition, financing sustainable energy measures remains a great challenge. Some project investment costs are high, and covering them by using only municipal budget and traditional financing mechanisms is difficult.

With investments ranging from €200 to €1,200 /m² (CITYnvest study, 2015), access to attractive and long-term financing is perceived as the primary barrier to carrying out ambitious energy retrofits, in particular those aiming at achieving 50-75% energy savings.
