A Congress celebrating the World Environment Day 2015 (5 June) at the European Commission Representation in Madrid, Spain would like to announce that Paula Rey García, Buildings Team Leader of DG Energy's Energy Efficiency Unit will deliver a keynote speech about "Eficiencia Energética y Acceso a Financiación - Energy Efficiency and Access to Finance". This congress falls under the framework of the EU Sustainable Energy Week (EUSEW) 2015 Energy Days.
The Congress will be the main event of the Sustainable Social housing Project (SuSoh) which is initiated and implemented by ENACE in cooperation with partner institutions, enterprises and associations from Spain and Europe´s affiliated building professionals, representatives of public authorities from EU on national and regional levels as well as financiers.
The objective is to learn and debate about three key questions:
- What is to be considered as a normative and technical framework?
- How to access funding?
- Are there showcase projects for replication?
European measures to prevent and combat energy poverty will also be addressed by Bernardo Hernández Bataller, co-author of the European Economic and Social Committee´s (EESC) Opinion on that topic. Brian Field, senior economist at the European Investment Bank (EIB), combines academic research with planning practice to present and interrogate European funding for sustainable construction and rehabilitation projects.
National (REFAVIV) and European energía retrofitting projects (REVALUE, RESIDE; iNSPiRe, Newsolutions4OLDhousing) are showcased for replication purposes. Recent experience with rehabilitation of a whole district and of social housing complexes in Germany, Italy, Spain (Barcelona, Madrid, Zaragoza) are exchanged and compared.
The debate is nourished by the recommendations issued three months ago by the Energy Efficiency Financial Institutions Group about actions to overcome the current challenges to obtaining long-term financing for energy efficiency. Concrete funding schemes from Luxemburg, Germany, Spain are presented.
Building professionals and lawyers share the results of their academic research dedicated to the implementation of sustainability along with officials supervising practical implementation of public policies at the Ministries of Agriculture, Nutrition and Environment and of Finance and Public Administration of Spain.
The Congress will be moderated by Francisco José González Montalvo, ENACE's Technical Director, Professor at Polytechnic University of Burgos and Technical Expert representing Spain at the European Committe for Standardization CEN.
The event is open to the public, stakeholder participation is encouraged. Participation is free of charge, only subject to prior registration.
