The UK Office of the Deputy Prime Minister (ODPM) established a working group to provide recommendations of the implementation of Article 7 of the EPBD (inspection of boilers) from the perspective of the need to provide certificates that are undertaken in an independent manner by qualified and / or accredited experts. The industry advisory report suggests the use of quality schemes to ensure independence and expertise. A number of alternative approaches are suggested. The report also identifies the different certification schemes that are required, the likely UK legislation that will be followed, and provides an estimate of the number of experts that will be required.
