Greening public buildings: ESCO-contracting in Danish municipalities

This paper presents the use of Energy Service Companies (ESCO) by Danish municipalities in order to improve energy efficiency of retroffited public buildings. At the beginning of 2013, 30 municipalities (of the 98 municipalities in Denmark) were involved in, or were preparing, ESCO contracts. The paper discusses the experience gained, the different approaches of ESCO-contracting used by municipalities and the drivers and barriers behind its development.
