On 30 April 2004, the Flemish Parliament in Belgium approved the decree on the Energy Performance of Buildings. This Decree creates the legal framework for imposing the requirements as laid down in the EPBD with the exception of articles 8 (boilers), 9 (air conditioning) and 10 (experts). The Decree was ratified by the Flemish government on 7 May 2004 and published on 30 July 2004.
