Limiting the rise in global mean temperature to well below 2°C would require an energy transition of exceptional scope, depth and speed, according to an analysis by the International Energy Agency (IEA) and the International Renewable Energy Agency (IRENA), including a doubling of annual average energy-related investments from current levels.

Although many cities and regions have engaged in an energy transition, financing sustainable energy measures remains a great challenge. Project investment costs are high and it seems difficult to cover them using the municipal budget and traditional financing methods only. Local and regional authorities have to be resourceful and open-minded to invent and test new financing mechanisms, business models, organisational structures and partnerships to make their sustainable energy projects happen.

C'est le rapport final du projet “Européenne de l'Énergie Initiative du Service à l'égard de l'UE 2020 objectifs d'économie d'énergie” (EESI 2020), qui a été mis en œuvre entre 2013 et 2016, par un consortium Européen des agences de l'énergie et des experts en énergie, avec le soutien de la Commission Européenne pour l'Énergie Intelligente Europe (EIE) du Programme. Le projet a été l'adressage des moyens d'améliorer l'impact des contrats de Performance Énergétique (CPE) dans 9 régions Européennes.
