Increasing the energy performance of the EU building stock is key for the EU to achieve its climate and energy goals. However, annually only around 0.2% to 0.3% of buildings across Europe are undergoing deep renovation (aiming at achieving energy savings of at least 60% compared to pre-renovation energy consumption levels) and the average owner or user often considers such actions as too expensive.

Introduction: the MedZEB approach The development of the retrofitting market is a significant challenge throughout Europe. This challenge faces particular conditions in the Mediterranean region due e.g. to its environmental and climatic factors, to the structure of the ownership and of the built stock, to social and economic factors, and to the consequences of economic crisis, which struck European Med countries with a higher impact than the other countries in Europe.

The European Commission has published its Renovation Wave Strategy to improve the energy performance of buildings. The Commission aims to at least double renovation rates in the next ten years and make sure renovations lead to higher energy and resource efficiency.   This will enhance the quality of life for people living in and using the buildings, reduce Europe's greenhouse gas emissions, foster digitalisation and improve the reuse and recycling of materials.

On September 16, the president of the European Commission Ursula von der Leyen pushed everybody's energy efficiency hopes a little further: she increased the emission reduction target from 40 to 55% in a laudable attempt to turn the European continent into the leader of the new circular economy.   Those of us who work in the energy efficiency sector are celebrating this sign of a long-term commitment; at last! What's more, the necessary resources are available to EU member countries.

Concept:   The ultimate goal of the REFINE-project is to contribute to the supply of sufficient and attractive financing sources for investments into energy savings and related measures.   This will be achieved through enhancement and mainstreaming of refinancing schemes for energy efficiency services (EES) which are understood as important amplifier of market growth.
