All EU countries must establish a long-term renovation strategy to support the renovation of their national building stock into a highly energy efficient and decarbonised building stock by 2050.    The requirement for EU countries to adopt a long-term renovation strategy is set out in the Energy Performance of Buildings Directive (2010/31/EU), which was revised in 2018 (2018/844/EU). These strategies will form part of EU countries’ integrated national energy and climate plans (NECPs).

By the end of 2019, Member States are required to notify their policies and measures and explain how they add up to meeting the energy savings requirement set out by Article 7, as part of their integrated national energy and climate plans (NECPs). Over the period from 2021 to 2030, the total amount of energy to be saved in the EU under Article 7 equates to more than three times the annual energy consumption of France, meaning that it will be a key contribution to meeting the EU 32.5% energy efficiency target and to reducing greenhouse gas emissions.

On 11 of March, the Commission has today adopted the final format and visual identity of new energy efficiency labels for 6 product groups: -5 product groups of household appliances with "rescaled" labels: dishwashers; washing machines and washer-driers; refrigerators, including wine storage fridges; lamps; electronic displays, including televisions monitors and digital signage displays.

On 13th November European Parliament completed the parliamentary approval of half of the eight legislative proposals in the 2016 Clean Energy for All Europeans package, following the Energy Performance in Buildings Directive, which came into force on 9 July.

A European directive does require transposition by each member state into national legislation, whereby such transposition is not necessary in case of a regulation. In other words, a regulation is directly applicable to each citizen.
