Cities and regions across Europe are key in leading and achieving EU climate targets. The result is that more often than not, they will implement more ambitious measures than they are required to.

Szczecin has become the second Polish town to receive a loan from the European Investment Bank (EIB) to finance a municipal development plan for social and affordable housing. The EIB has agreed to lend up to PLN 85 million (approx. €20 million) to two housing companies owned by the City of Szczecin for the construction and renovation of 250 social and affordable housing units (169 new and 81 renovated) and associated underground parking facilities.

As COVID-19 cases rose and lockdown measures came into effect around the world, commercial building occupancy dropped dramatically, from 100% to almost zero in the space of a week in many places. Many might expect near-zero occupancy to mean near-zero energy consumption, but new data reveals that this is not the case. In fact, many offices, shopping malls, and entertainment complexes are consuming 80% or more of their usual full-occupancy energy levels, highlighting huge cost implications for businesses, building owners, and the environment.

This disruption is fundamentally impeding conventional construction approaches and forcing even the most traditional companies to look for modern solutions. Now, promising digital technologies that have been struggling to break established construction markets are emerging as saviors of post-COVID construction.

There are many suggestions and various policies and actions to combat climate change and achieve decarbonization but how do we know which ones will be most beneficial?   For example, what will have the greater impact on emissions: increasing public transportation use or adapting the diet? How much will emissions reduce if we phase out coal by 2025? What impact will increasing heating and cooling efficiency have on total emissions?
