Delivering the vision of climate-neutrality by 2050 as defined in the Paris Agreement is only achievable if the whole building stock, including retail real estate portfolios, is thoroughly renovated and sustainable design of new buildings is adopted.

This study provides the basis for the development of an EU framework for Digital Building Logbooks. The definition of Digital Building Logbook has been created as part of this study, based on a thorough stakeholder consultation, interviews with experts and detailed analysis of 40 existing Building Logbook initiatives across Europe and beyond.

Energy Performance Certificate (EPCs) are one of the best available sources of information on Europe’s building stock, and if improved, can support the launch of a Renovation Wave in Europe. The EPC is one of the EU’s main existing instruments to facilitate the long-term decarbonisation of the building stock; however, to exploit its full potential, we need to overcome some hurdles, such as inadequate data gathering, lack of compliance, low reliability, different definitions and calculation methods.
