Energy poverty is one of the most pressing issues in Central and Eastern Europe. By addressing energy efficient retrofitting of multi-unit apartment buildings, the REELIH (residential energy efficiency for low income households) project is working to promote an innovative approach to reduce energy poverty.

Numerous German and Polish municipalities are taking pioneering action for the climate and, thus also, for the implementation of the Paris Agreement. More than 800 Polish municipalities have applied for funding for the development of low-carbon growth plans. The German Environment Ministry (BMUB) is involved in expanding advisory assistance services for these municipalities. At the moment, the BMUB is supporting two projects that facilitate German-Polish exchange at local and regional level through the establishment of climate action city partnerships, among other initiatives.

The project SOWA Nieborowska consisted of the refurbishment of the public lighting along the street Nieborowska in Gdansk (Illuminated area: 20,437 m²). The project was triggered by the willingness to improve safety and security by upgrading the street lighting. Initially it was planned to exchange the lighting to sodium lamps with lower capacity. However, this solution was replaced with LED lamps due to innovation and higher energy savings of LED technology.

The project SOWA Piecewska consisted of refurbishing the public lighting along the street Piecewska in Gdansk (Illuminated area: 19,130 m²). Due to new investments in this district of the city and the installation of a new tram line, an upgrade of the public lighting system was needed.  The project included the replacement of the sodium lamps with LEDs and the modernisation of the infrastructure.The City of Gdańsk obtained a subsidy for this project and the Regional Fund for Environmental Protection covered 45% of the investment.

Many construction projects always have one thing in common – the energy infrastructure is key. The guidelines are clear: less CO2 emissions, better lifetime and improved climate protection, all achieved through both intention and action. The influence of insulation on efficiency and cost savings should be quantified and considered in every decision. A new calculation tool  has been launched in order to provide detailed answers to these questions.
