The Commission is in the process of updating some of the content on this website in light of the withdrawal of the United Kingdom from the European Union. If the site contains content that does not yet reflect the withdrawal of the United Kingdom, it is unintentional and will be addressed.

The aim of the event is two-fold – firstly, to present the analysis and findings of the Level(s) test phase; and, secondly, to further engage with testers, test co-ordinators and stakeholders more widely from the building sector on how to revise Level(s) and ensure its success. The Commission aims to release the final publication version in the summer of 2020, so your continuous participation in this process will be very important.

The EU Commission has been developing Level(s) - a framework of macro-objectives and indicators aiming to help building professionals to report on the environmental performance of buildings. As well as energy and material impacts, Level(s) provides a framework for reporting the quality of the indoor environment achieved with these resources, including air quality, thermal comfort, climate change resilience and life cycle cost/value.

It is important to remind ourselves that as one of Europe’s largest economic sectors (almost 10% GDP) the construction is a very divers industry that includes a huge number of small and medium sized enterprises (SMEs).   These SMEs will be instrumental in achieving the EU’s circular economy and carbon neutrality objectives. They need clear support to participate and strive in the sustainable built environment.

Environmental laws have a huge impact on our life. They improve water and air quality, they protect nature, and they encourage recycling and waste management. But to really make an appreciable difference, these EU laws must be implemented in full.   In March 2019, the European Commission will publish a set of reports on the state of implementation of environmental laws in Europe: the Environmental Implementation Review.

Sustainable building practice in Europe has to a large extent been led by green building certification schemes to date. These certifications cover hundreds of millions of m2 of building space and have achieved a high degree of market penetration in the non-residential sector of some European countries.

On 25 June, in collaboration with BUILD UP, the Architects’ Council of Europe (ACE) organised a webinar to invite architects to engage with piloting the Level(s) scheme. The event was moderated by Dr. Judit Kimpian, Chair of the ACE Sustainability Work Group and organised as part of a project supported by the Creative Europe programme. Speakers discussed the aims, applicability, case studies and benefits of the Level(s) scheme and outlined ways of participating in the testing phase.
