LEGGE 9 gennaio 1991, n. 10. Law n. 10 was established in support of the National Energy Plan then under implementation. It entrusts the Regions and Local Authorities with functions to promote energy saving measures and the use of renewable energy sources. In the civil sector it promotes the reduction of energy consumption in public and private buildings, introducing the obligation of energy certification of buildings, as well as testing, inspection and maintenance of the works.

The house construction sector in Europe is facing the need to meet stricter energy requirements. For example, some customers are demanding passive houses with almost no demand for space heating. Passive house quality assurance systems have been introduced to certify the energy performance of such houses. The aim of this study was to identify opportunities for improving passive house certification in line with customer's comfort expectations.
