Taking into consideration that all inspectors differ in their knowledge, education, attitude, or motivation, interpretation of the buildings technical condition is prone to biased opinions. Therefore, a reliable and consistent inspection tool based on a coherent methodology is needed.

The first stakeholder meeting of the EPBD Article 19a feasibility study will take place in Brussels on 24 June 2019.   The feasibility study is a one-year contract awarded by the European Commission, following Article 19a of EPBD Directive (EU) 2018/844 which amended Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency.

Article 19a of the Energy Performance of Buildings Directive (EPBD) introduces the requirement to perform a feasibility study addressing two issues: the possible introduction of inspections of stand-alone ventilation systems and the possible introduction of an optional building renovation passport. In this scope, DG Energy of the European Commission awarded a contract to perform a technical study to investigate these issues to a consortium led by INIVE and BPIE.

On Tuesday 19 December 2017, the Estonian presidency reached a provisional agreement with the European Parliament on a revised directive on the energy performance of buildings. The outcome of the trilogue will be presented to EU ambassadors on December 20, with the final analysis and approval of the agreement expected to take place at the beginning of 2018.
