The purpose of this application note is to define a generic methodology based on practical experience and existing standards to make robust, ex-ante assessments of energy conservation measures (ECM) in buildings. The focus is on the potential energy and cost savings of medium-sized ECMs with a typical incremental investment cost of between €100k and €1 million. Most of the specified methodologies can also be applied to ECMs in other fields, such as at industrial sites.

The EU is funding various projects on issues around energy efficiency and building renovation. Yet, while similar projects address the same challenges, there is little or no information exchange and collaboration between them. Additionally, the question remains of how much feedback these projects provide to policy makers and thus how they effectively support reaching EU 2030 targets and the long-term objective of decarbonising the building stock by 2050.

The European Transmission System operators (TSOs) for electricity and gas play a central role in the energy system. Investments in transmission networks by TSOs are crucial for the integration of the European electricity and gas markets and the integration of a growing share of renewables. Transmission networks can also facilitate the integration of storage and Power-to-X technologies in the market. The incentives for TSOs to invest are highly dependent on the National Regulatory Framework (NRF) in Member States.
