Economic crises present an opportunity for governments to take action on climate change. The lockdown responses to the COVID-19 pandemic have led to a fall in emissions—global CO2 emissions are expected to be about 8% lower in 2020 than in 2019, in line with the required 7.6% reduction needed each year through 2030 to keep temperature increases below 1.5°C, compared with pre-industrial levels.

The Commission has launched 2 public consultations today on the revision of the Renewable Energy Directive and the Energy Efficiency Directive. The objective of these 12 week consultations is to seek a wide range of views on to what extent and how these 2 directives should be revised. This will feed into the preparation of Commission proposals next year.

Increasing the energy performance of the EU building stock is key for the EU to achieve its climate and energy goals. However, annually only around 0.2% to 0.3% of buildings across Europe are undergoing deep renovation (aiming at achieving energy savings of at least 60% compared to pre-renovation energy consumption levels) and the average owner or user often considers such actions as too expensive.
