The European Commission aims to analyse the competitiveness of the European heating and cooling industry. Four case studies of successful and competitive deployment of heating and cooling solutions at a city level from selected organizations support this analysis. The case studies aim to illustrate how competitive renewable energy technologies such as solar-thermal, biomass, biogas and heat pump are in the context of different local factors across Europe, and what are their impacts on local communities.

How to use excess heat from the electricity generation of remote biogas power stations? Can the excess heat contribute to the climate protection? The German Ministry of the Environment is supporting a pilot project in the rural district Landsberg am Lech that develops a mobile heat supply system based on excess heat. The heat of the biogas power stations is distributed in a flexible way to different users, including a retirement home and a high school. Due to the distance between the station and possible users, a heating network would be uneconomical.

Estonian Renewable Energy Association covers all renewable energy sectors in Estonia, including electricity, heating and cooling. Estonia has no biofuel producers and therefore there is no representation association.The EREA’s main goal is to contribute to the wider deployment of renewable energy in Estonia and set a long-term goal of full transition to renewable sources of energy in Estonia.

Biogas is a mixture of gases produced from organic matter of different origins containing methane and carbon dioxide. This is the result of anaerobic fermentation (without air), and for his production can be used both vegetable row materials, animal waste and residues from food industry. Biogas process involves removing waste, a 100% ecologic process. Biogas can be converted into energy through a process much cleaner than burning fossil fuels.

Günther Oettinger, Commissioner responsible for Energy, said: "B iomass is one of the most important resources for reaching our renewable energy targets. It already contributes more than half of renewable energy consumption in the EU, providing a clean, secure and competitive energy resource. With this report, the Commission provides recommendations to Member States concerning sustainability criteria for solid biomass and biogas. A review is foreseen in 18 months in order to assess whether the scheme needs to be modified, including through the introduction of some mandatory standards...
