Controls, energy management systems

The Commission is in the process of updating some of the content on this website in light of the withdrawal of the United Kingdom from the European Union. If the site contains content that does not yet reflect the withdrawal of the United Kingdom, it is unintentional and will be addressed.

The estimated average gap between calculated and actual energy performance of the European building stock is 25% for energy performance and 1.5% for comfort performance (as scored by building occupants). Comprehensive research has shown that poorly commissioned and operated building management systems are often responsible for this gap, generally caused by the lack of appropriate and coherent Quality Management Systems (QMS) for building performance.

The case is one of the demonstration sites where the technologies developed within the H2020 project BUILDHEAT have been installed. The building is a large multifamily house in a small quarter in the outskirts of Zaragoza. It has 53 dwellings of two main sizes (i.e. 85 m² and 55 m²) distributed in 5 staircases on 4 floors. The building was constructed in 1988, is owned by Zaragoza Vivienda, the social housing Agency of Zaragoza, and is used for sheltered housing.

The idea is to introduce energy saving measures in 60,000 households per year until 2030, local media reported. The government will subsidize up to 85% of each investment while the maximum amount per household will be EUR 50,000, according to the Institute of Energy for South-East Europe.   The start of the program is planned for this fall, while similar measures could be introduced for public buildings, tourism, and industry in the next phase.

Understanding how people decide to use less energy at home or at work is crucial to boost virtuous behaviours. Our reaction to any novelty is so complex that a lot of socio-psychological research has been done to try to make it more predictable. Social norms and influences, the ways we become accustomed to an external stimulus and manage our natural competitive instinct (both towards ourselves and the others) are among the factors to be analysed to characterise and support energy-saving habits.   Facing the rebound effect

In July, the House of Commons Business, Energy and Industrial Strategy Committee released a report which was highly critical of the current lack of progress in building energy efficiency work, particularly in England. The report urged a seven-fold increase in the installation rate. “A major upgrade of the energy performance of the UK’s entire building stock will be a fundamental pillar of any credible strategy to reach net zero emissions, to address fuel poverty and cut energy bills,” the committee told the government.”

I wouldn’t call the first building I worked in very smart. My desk was in a low walled cube in the middle of the “cube city” surrounded by cinder block walls. The air quality depended on what section you were in, and the temperature varied every 20 feet. There were no crowd-based thermostats to keep everyone happy. Almost every air vent had a custom deflector taped on it to personalize the comfort of the one who applied it. If you were cold, your best option was to put on a sweater.
