The Commission is in the process of updating some of the content on this website in light of the withdrawal of the United Kingdom from the European Union. If the site contains content that does not yet reflect the withdrawal of the United Kingdom, it is unintentional and will be addressed.

A decarbonisation of Europe’s energy system without a decarbonisation of the heating sector is impossible. Yet, efforts currently under way are too slow. Transforming the heating industry -from research and development to manufacturing, installation and maintenance- requires a gigantic effort by all stakeholders. Due to the distorted prices for energy, current market conditions are not suitable to trigger the necessary change.

Earlier this year, in its Heating and Cooling Strategy, the European Commission addressed thermal energy for the first time in a consistent manner. This was timely, as decarbonising Europe’s energy system is impossible without decarbonising the heating and cooling sector.     The ‘Clean Energy Package’ that was published yesterday is a step in the right direction to enshrine the objectives of the Strategy in EU law.

Peripheral areas often face poverty, crime, waste, pollution and decay. A new trend, however, considers suburbs the best places to develop green initiatives and energy efficiency interventions. Now a social housing building in Zaragoza, Spain, is piloting the regeneration of a suburb   Peripheral neighbourhoods are often spaces of poverty, unemployment and urban decay. But now many peripheral areas are becoming laboratories of innovation, hosting initiatives for a sustainable future.

The UK government has announced that ₤320 million will be invested over the next 5 years in schemes to support (local) district heat networks in cities. Heat networks are already used widely across Scandinavian cities to ensure space heating and hot water in buildings. The heat can be generated from various sources including large heat pumps, combined heat and power plants and deep geothermal plants but also from waste heat of factories and offices. The government sees a potential to reduce the heating costs by more than 30% for some households.

On August 1, 2016 the Federal German Ministry for Economic Affairs and Energy launched two new promotion programmes concerning high efficient heat pumps, hydraulic calibration of heat distribution systems and the use of fuel cells for heating buildings. The optimisation of existing heating systems shall lead to quick and cost efficient energy and CO2 savings. It is expected that until 2020 up to 2 million heat pumps per year can be exchanged and 200000 hydraulic calibrations will be realised, thus saving about 1.8 million tons of CO2 emissions.
