How is the nearly zero energy buildings (nZEB) standard achieved and how does designing nZEB buildings differ from the usual practice? Can the adoption of nZEB legislation at the national level be sufficient for its successful implementation? Just as the implementation of the EPBD regulations entail additional vocational training for jobs in energy certification, additional professional basis for the implementation of more demanding nZEB directive is needed.

The European initiative Nearly Zero Energy Hotels (neZEH) aims at accelerating the rate of refurbishment of existing hotels to become Nearly Zero Energy Buildings by:   • providing technical advice to committed hotel owners • demonstrating the profitability, feasibility  and sustainability of  investments towards nearly Zero Energy  • undertaking training and capacity building activities • promoting front runners at national, regional and EU level to increase their market visibility.

Balkan countries, with their vast untapped renewable energy potential, have adopted obligatory binding targets for renewable energy. However, they have been struggling to mobilise capital in order to fund and bring projects to fruition. It is estimated that EUR 2.3 billion is required to finance regional renewable projects of common regional interest (Energy Community, 2013).

The European Commission has asked Austria, Croatia, Ireland, Latvia and Romania to ensure the full transposition of the Energy Efficiency Directive. Under this Directive Member States must achieve energy savings over the period from 1 January 2014 till 31 December 2020.
